The project is located in the Advanced Equipment Manufacturing Industrial Park, Liaocheng High-Tech Industrial Development Zone, Shandong Province. The planned land use is classified as Category II industrial land for transfer. The site complies with the Liaocheng Territorial Spatial Master Plan and the Industrial Layout Plan for High-End Equipment and New Materials of the Development Zone. It is not located within ecological protection red lines, permanent basic farmland areas, drinking water source protection zones, cultural heritage protection areas, or other environmentally sensitive zones.
The project area is adjacent to the Jinan–Guangzhou Expressway (Jiguang Expressway), Dezhou–Shangrao Expressway (Deshang Expressway), and Handan–Jinan Railway freight station. Relying on the raw material supply advantages of the trillion-yuan-level green chemical industry cluster of Luxi Chemical Group in Liaocheng, the project can efficiently utilize locally available TPU chemical raw materials and rapidly serve the core shale gas extraction regions in North China, the Central Plains, and Shanxi–Shaanxi–Inner Mongolia.
Meanwhile, through Qingdao Port and Rizhao Port, the project can support international export logistics and global market expansion. The location provides significant advantages in terms of transportation, industrial supply chain integration, and market accessibility.
The land parcel has completed the “Seven Connections and One Leveling” infrastructure preparation, meeting all prerequisite conditions for industrial “standard land” allocation in Liaocheng. The project is also eligible for streamlined approval procedures under the green channel policy for returning investment projects.
